Responsibilities

Coordinates and completes projects in the Information Technology department. Job Duties: Establishes and implements project management processes and methodologies for the Technical community to ensure projects are delivered on time, within budget, adhere to high quality standards and meet customer expectations. Manages technical and non-technical aspects of the project. Plans, schedules, and ensures timely completion of the project. Assembles project teams, and manages resource allocation and day-to-day operations of the project. Serves as liaison between team members and management team regarding projects. Experience and Education: Serves as leader of authority with expert-level knowledge in one or more areas. Makes authoritative decisions and recommendations. Plans, organizes, and guides projects and subordinate employees. May be called on to consult in other areas. Typically requires BA and 8-10 years.

Essential Job Functions:

  • Manage full lifecycle project implementations of Mobile ID solutions for government agencies and enterprise clients
  • Coordinate complex technical deliverables involving mobile app development, backend systems, and government integration
  • The ability to comprehend API specs to assist the customer in understanding the integration so they can develop correctly
  • Develop and maintain comprehensive project plans, including detailed technical specifications, timelines, and resource allocation
  • Facilitate communication between technical teams, stakeholders, government partners, and external vendors
  • Oversee technical requirements gathering, solution design, and implementation strategies
  • Manage risks and mitigation strategies for large-scale digital identity wallet deployments
  • Track and report project metrics, timeline progress, and key performance indicators
  • Navigate complex regulatory and compliance requirements specific to government digital identity solutions
  • Conduct thorough requirements analysis and translate business needs into technical specifications
  • Manage multiple concurrent Mobile ID implementation projects across different jurisdictions
  • Coordinate user acceptance testing (UAT) and manage feedback integration

Qualifications

Required Technical Knowledge:

  • Deep understanding of digital identity technologies and security protocols
  • Familiarity with mobile application development processes (Android and iOS)
  • Knowledge of authentication technologies, including:
  • Biometric verification
  • Liveness detection
  • Encryption and data protection methods
  • Public Key Infrastructure (PKI)
  • Understanding of government identity systems and verification processes
  • Experience with compliance frameworks for digital identity solutions

       Required Skills:

  • 7+ years of technical project management experience, preferably in digital identity, cybersecurity, or government technology solutions
  • Advanced certification in Project Management (PMP preferred)
  • Strong technical background with ability to understand and communicate complex technical concepts
  • Exceptional communication skills across technical and non-technical audiences
  • Proven track record of successfully delivering complex software implementation projects
  • Experience managing global, multi-stakeholder technology projects
  • Advanced problem-solving and conflict resolution skills
  • Proficiency in project management tools (JIRA, MS Project, Confluence)

Desired Additional Qualifications:

  • Experience with government digital transformation initiatives
  • Knowledge of international digital identity standards and regulations
  • Understanding of mobile SDK integration processes
  • Background in cybersecurity or identity management
  • Experience with agile and hybrid project management methodologies

Required Education:

  • Bachelor's degree in Computer Science, Information Technology, Business Administration, or related field
  • Advanced degree preferred
