Responsibilities

The Director, Proposal Management is responsible for leading a high-performing proposal organization focused on the development and delivery of winning proposals in support of state and local government opportunities. This role provides strategic direction for proposal operations, drives continuous improvement of proposal processes and methodologies, and ensures the consistent production of compelling, compliant, and customer-focused submissions. The Director serves as a trusted partner to business development, capture, and operational leaders, while fostering a collaborative and results-driven proposal culture.

 

Key Responsibilities

  • Lead and develop proposal management teams responsible for the successful delivery of competitive proposals, quotes, and responses to solicitations across state and local government.
  • Establish, implement, and continuously improve proposal development processes, tools, templates, and best practices to enhance efficiency, quality, compliance, and win rates.
  • Provide strategic oversight of the proposal lifecycle, ensuring on-time delivery of high-quality, customer-focused, and visually compelling proposals.
  • Partner closely with capture managers, business development leaders, proposal managers, proposal writers, quote writers, technical teams, field service personnel, and subject matter experts to coordinate proposal development activities and align messaging with customer requirements and business objectives.
  • Drive proposal reviews, risk assessments, resource planning, and executive decision-making throughout the pursuit process.
  • Promote a culture of collaboration, accountability, innovation, and operational excellence across the proposal organization.
  • Monitor proposal performance metrics and implement process improvements to strengthen organizational effectiveness and competitiveness.

Qualifications

Qualifications

  • Proven leadership experience managing proposal operations and proposal development teams in a government contracting environment.
  • Demonstrated success implementing and optimizing proposal management processes, procedures, tools, and best practices.
  • Strong understanding of proposal development methodologies, compliance requirements, capture processes, and business development strategies.
  • Exceptional verbal and written communication skills, with the ability to effectively engage and influence proposal teams, capture managers, business development executives, operational leaders, and senior executives, including remote stakeholders.
  • Ability to lead and motivate teams in a fast-paced, high-pressure environment with competing priorities and aggressive deadlines.
  • Strong organizational, project management, and decision-making skills, with the ability to manage multiple complex pursuits simultaneously.
  • Collaborative leadership style with a commitment to building strong partnerships and fostering a positive, team-oriented culture.
  • Demonstrated commitment to quality, attention to detail, and continuous improvement.
  • Proven ability to drive results while maintaining high standards of professionalism, integrity, and customer focus.

 

Preferred Qualifications

  • Bachelor's degree.
  • APMP, Shipley, or related proposal management certification/training.
